Since I sent out the first email about WP 5.9 earlier this week, I've had several subscribers ask if I would just sell them the PLR rights to the What's New In WP 5.9 as a kind of mini-series.
So if you only want the branded version without any rights, then there are plenty of my active PLR4WP members that will gladly provide them.
They might ask you to join their email list or buy them for a small cost.
If however, you want the unbranded version with all the source files that can only be provided by me, then yes - I've set up a non-salesy sales page for you.
Until next Friday the 11th of February, you can own the What's New in WP 5.9 mini-series for just $9.00.
They will go to $18 next Saturday.
You can do anything you want with these EXCEPT pass on any source files nor PLR.
WordPress version 5.9 was a pretty big deal. I have never recorded 40 plus minutes of content for just a 'What's New' set - until now.
There are 8 videos in the What's New in Version 5.9 totaling 40+ minutes.

UPDATE:
As for the "is it safe to update yet" I have updated my sites with only one problem. Updating to 5.9 work perfectly however one of my sites that currently uses the Elementor page builder had a problem when I activated the twenty-twenty two block-based theme.
Since I had a full backup, I did not try fixing anything, instead, I just reverted to that backup and no problem.
So if you are using a page builder like Elementor, updating to 5.9 will not have any problems just do not activate any block-based themes right away.
And of course, do a full backup before updating.
